Macclesfield, N.C. — A 13-year-old boy who was tied to a tree two nights this week died Thursday, and his father and stepmother have been charged with murder, authorities said Friday.
Brice Brian McMillan, 41, and Sandra Elizabeth McMillan, 36, both of 1110 Felton Farm Road in Macclesfield, have been charged with first-degree murder and felony child abuse. They were being held Friday in the Edgecombe County Detention Center without bond.
Deputies were called to the Felton Farm Road residence Thursday afternoon to assist paramedics with an unresponsive teen. The boy's father told deputies he had tied the teen to a tree outside the home Tuesday night because he was being disobedient and other disciplinary actions had failed.
The father said he untied the boy Wednesday morning and allowed him back into the house, but he was tied to the tree a second time that night when he started acting up again. The boy remained tied up until his stepmother found him unconscious at about 4:30 p.m. Thursday, authorities said.
The father was performing CPR on the teen when paramedics arrived at the house, said John Dwight Jefferson, of the Pinetops Rescue Squad.
The teen, who was identified as Tyler Gene McMillan, was in cardiac arrest and was taken to Heritage Hospital, where he was pronounced dead, Jefferson said.
"People are people. When it happens, you still always ask the same question – why?" Jefferson said.
Edgecombe County Sheriff James Knight said the boy's wrists and ankles were bound with plastic ties and that he was also tied to the tree with some other material. Although a rope was seen dangling from a tree in the yard outside the house Friday, he wouldn't confirm whether that was used to tie the boy.
Investigators found bruises on the boy's wrists and ankles, Knight said, declining to comment on whether other marks were found on his body.
A 7-year-old and a 9-year-old who live in the McMillan home have been placed in the custody of the Department of Social Services, authorities said.
Tyler McMillan's mother, Michelle "Mickey" Sasser McMillan, died of cancer several years ago.
Carolyn Pollard, who lives across the road from the McMillans, said the family moved to the area about three months ago from Florida. The children were homeschooled, and the family kept to themselves, she said.
"I was devastated. I did not believe that had taken place," Pollard said. "I never did see any kind of abuse, and that's why I'm shocked with it."
The McMillans first court appearance is scheduled for Monday.

A 5-year-old Los Angeles boy is fighting for his life after
police say he was severely tortured with burns and food deprivation by his lesbian mother and her live-in
girlfriend.
Officials say the child has countless cigarette burns all over his body, including his genitals, and can't open his hands because he was forced to put them flat on a hot stove.
The boy was also repeatedly beaten and forced to sit in his own urine, police said.
"In my time in policing in 27 years, I have never seen anybody with these kinds of injuries that has lived," Los Angeles Police Department First Assistant Chief James McDonnell said. "And this kid must have a tremendous will to live to be able to still hang on despite what he's been through."
The abuse was "akin to a level of torture we hope our military personnel would never encounter," said Lt. Vincent Neglia of the LAPD's Abused Child Unit.
Other abuse the boy suffered included being denied food and water, as well as being beaten while suspended from a door with his hands above his head.
He also had a broken tooth with a nerve exposed.
The boy's mother, 24-year-old Starkeisha Brown, is being held without bail on charges of torture, after turning herself in late Friday night. Police had made a public plea for help in locating the women and released their photographs.
The other woman, Krystal Matthews, 21, is being held on $100,000 bail on charges of willful harm or injury to a child. She was taken into custody yesterday when she showed up for her appointment at the county Department of Children and Family Services. Police say both women have a history of violence.
The boy, now in guarded condition, was rescued Monday by a stranger who found him abandoned and contacted authorities.
Both women actually had an appointment the same day with DCF and had brought the healthy child of a mutual
friend in an attempt to pass him off as Brown's son.
"I never knew a parent could do something like this. It was just a shock," neighbor Mary Williams told the Los Angeles Times.
Williams' 9-year-old grandson saw the boy often, and occasionally the two played together.
"How could you just do this and run off and leave him?" she told the paper. "I hurt for that baby."
Another neighbor said, "If I [had known] anything, they would've been caught a long time ago."
Never has a Nation become so complacent to the true horrors inflicted upon it's own people by it's own people and have turned a blind eye to the culprits as the United States of America in 2008. Where's the outrage from our politicians? Where's the outrage from the civic leaders? None of them care...that's why. None of them see any 'positive spin' or monetary gain from taking action. God judges us from our actions, and from our inactions as well. Do you really believe that a Nation that was born as 'One Nation, under God..." that has turned it's back to God is going to remain intact??? Do you really believe that all of the 'floods, fire, famine, pesticlence, earthquakes' are merely happening all at once because of 'coincidence'??? King Solomon and King David both would have put these four people to death and justly so. But the United States Courts will treat these truely abused children as the criminals, and those 'things' that were supposed to be parents....they will get a red carpet treatment because they will be found 'mentality' incapacitated or some bull snot ACLU excuse.
